The winged adults of Hoplocallis picta are rather elongate and are pale yellow-green. They have banded antennae and the abdomen has a series of dark spinal markings with pale centres. The body length of Hoplocallis picta is 1.8 to 2.1 mm. Immature specimens are broader and flatter than adult alates and have four longitudinal rows of pale-centred brown sclerites bearing clusters of hairs.

Associated with Holm Oak (Quercus ilex) feeding on the underside of the leaves.

May be found in most months but peak period is probably April and May.

First recorded in the UK from Cardiff Bay, Wales in 2006, then from Ringmer, East Sussex in 2015 and 2016. It remains a rarely recorded species in Britain.

Rarely recorded in Leicestershire and Rutland.
