A small weevil associated with Amphibious Bistort.  It has a long but thick rostrum ('nose') and a pale spot behind the scutellum.  Unlike other speces of Rhinoncus, there are no horns on the pronotum.  There are bands of lighter yellowish scales on the elytra, and the femora are blackish with lighter tibiae.
