Causes galls on Sallows (Salix.)  The leaf edges roll downwards, causing the margin to become concave. The living larva is yellow with only one larva in each gall. Two generations per year: the summer generation pupates within the gall, the winter generation in the ground.

Similar midge galls occur on Osier and White Willow.   Mites also cause narrow leaf rolls galls on willows (but not sallows)
